Sex with condom but fresh herpes redness without open wound on penis base

Has sex with girl in Thailand, I suspect she's on drugs and very good chance she has HIV, so I take it for granted that she does.

I had sex with condom, as long as I know I rolled it all the way down, but the herpes redness might not have been covered by the condom.

There definitely wasn't any lesion on it, just red skin, I rubbed some alcohol on it, and to my shock, I think it stung...but wasn't sure. So a few minutes later, I poured a whole cap of rubbing alcohol and it didn't sting...so I think first time my imagination and second time indicative that it wasn't opened!

The lesion region was about the size of a half a green pea.

When I had sex, mostly didn't penetrate her all the way, but I did at the end.

I'm pretty sure the condom covered the area, but what if it didn't?

I went to the hospital, and doctor eagerly gave me pep (as they make money this way)

Is that overkill, do I need Pep for this?

    HIV can be transmitted through some bodily fluids when they come in contact with an open wound, but it sounds like you are not totally sure if the wound was open or not, and you did use protection which is a good preventative measure.     In terms of PEP, we can't advise you if it was the right call for the doctor at the hospital to make. But we do encourage getting a second opinion if you are ever unsure about a decision a doctor makes, either at another clinic or from your primary care provider.
